This thesis reports on the development and use of low-loss microwave superconducting circuits for the sensitive detection of spins and dielectric defects at millikelvin temperatures. In a first experiment, we observed for the first time Hahn echo emission from dielectric defects embedded in a Josephson traveling-wave parametric amplifier, enabling the estimation of their density and their impact on device performance. In a second study, we developed a dynamically tunable NbTiN resonator whose linewidth can be modulated on the microsecond timescale while maintaining high ESR sensitivity, allowing the detection of disordered spin ensembles with short coherence times. Together, these results establish a versatile and sensitive ESR platform operating at millikelvin temperatures, with potential applications in material characterization and single-cell electron detection.
