At the time if its creation, in 2002, the prosfer programme gathered the 3 Ecoles normales supérieures (ENS) in France (Lyon, Paris-Saclay and Rennes) and the East China Normal University in Shanghai (ECNU). Today, the programme has been refocused on the Lyon site with the inclusion of Université Lumière Lyon 2 and Université Jean Moulin Lyon 3, with the possibility in the future of including other local universities in the programme. The general coordination of the program is managed by ENS de Lyon since 2002.
For each discipline of the program, French and Chinese scientific coordinators have been appointed.
