Collaboration with the Center for Economic Research on Governance, Inequality and Conflict

The visit of Alireza Naghavi is in many ways extremely structuring for the teacher-researchers and researchers of the Lyon site. First, in terms of research, he shares common themes with many colleagues: economic and religious history (Jean-Pascal Bassino), political economy (Sophie Hatte), and development economics (Mathieu Couttenier). Moreover, doctoral students working on similar topics, such as Joseph Enguehard or Ninon Moreau-Kastler, will benefit greatly from his visit. His recent work on cooperation in the use of natural resources, particularly water, is also part of the work he has been doing for the past three years at the ENS de Lyon on the impact of natural resource management on economic development. In view of the current (and future) climate crisis, and predictions that indicate an increase in conflict as a result of rising temperatures (migration, drop in agricultural productivity...), it is essential to better understand the mechanisms that can reduce the link between water use and conflict. Alireza Naghavi has collected a fascinating database of historical irrigation networks in Iran. These networks have helped to bind communities together and develop strong mutual support. As a result, it appears that these areas are less prone to violence today in the event of a water shock, even though the irrigation network is no longer used. During his visit, a project will be finalized that will allow Alireza Naghavi's knowledge of the Indian context and data to be crossed with Mathieu Couttenier's knowledge of conflicts. This work should make it possible to highlight the fundamental role of culture and social ties in limiting the effects of water shocks on conflicts.
