ENS de Lyon implements the Human Resources Strategy for Researcher through three-year action plans.

Actions are divided into four main areas of the European Charter for Researchers and the Code of Conduct for the their Recruitment: ethical and professional aspects; recruitment and selection; working conditions and social security; training and career development.

Implementation of the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers for the period 2025/2027.

Renewal of the label: self-assessment and new action plan.

The HRS4R 2025-2027 action plan divides 52 actions into 5 areas.

It has been designed to cut across the Equality Plan, the Disability Master Plan and the Sustainable Development and Social Responsibility Master Plan (DDRSE).

Focus on some of the key actions and objectives of this new plan.

Disseminating the OTM recruitment policy to all staff and in particular to selection committees

This commitment is included in the School's OTM recruitment policy.

  • To be relayed via the HR Newsletter

Improving and perpetuate welcome days ( PhD students, newcomer researchers)

These welcome days aim to foster the successful onboarding of newcomer researchers, at all levels of their career and whatever their supervisory authority or nationality. A specific day is scheduled each year for PhD students.

Developing an indicative professional merit evaluation grid for selection committees

ENS de Lyon is committed to reforming the evaluation of researchers, and in 2024 signed the San Francisco Declaration on Research Assessment (DORA) and the Agreement on Reforming Research Assessment (CoARA).

The School is also committed, in its OTM recruitment policy, to making a selection based on the professional merits of candidates (qualitative assessment).  In this context, it is necessary to draw up a grid of criteria for assessing professional merit.

Members of the Restricted Board of Directors and the Restricted Scientific Council will be asked to consider the content of this document over the period 2025-2027.

Action in line with the Professional Equality Action Plan on the need to rethink COS awareness and organization in order to prevent gender bias in recruitment.

Developing peer-to-peer career support for researchers

The two emeritus researchers appointed as career guidance and support officers (ROC) are committed to developing a culture of proximity and mutual support within the research community. They have come up with a number of local initiatives to provide advice and support.

Revising the mentoring charter

The first task of the career guidance and support officers (ROC) is to revise the mentoring charter, which has been in existence since 2021, to ensure that it is used and promoted as effectively as possible. 

Maintaining and perpetuating the exchanges with lecturers and full professors initiated as part of the 2021-2023 action plan

These exchanges are rich moments of sharing between the VPRs and the researchers, and also enable us to create a space for listening and advice that is even different from that provided by the ROCs.

Setting up a “Femmes et Sciences” mentoring scheme for female PhD students

ENS de Lyon would like to set up a mentoring scheme for female PhD students working in male-dominated disciplines.

Initially, the mentoring will focus on the following disciplines: Mathematics, Computer Science, Physics, Chemistry and Biology.

Framing ENS de Lyon's Quality of Life and Working Conditions approach

ENS de Lyon plans to draw up a Quality of Life and Working Conditions master plan, of which the social barometer will be one of the tools. The working conditions of researchers will be considered in the same way as those of other staff.

Implementing ENS de Lyon's new Disability Master Plan 2024-2027

ENS de Lyon's new Disability Master Plan concerns all staff at the School. Some of the actions outlined in the plan are particularly relevant to researchers:

  • improving accessibility in teaching contexts,
  • encouraging the dissemination of research work on the theme of inclusion within the School.

Implementing the new 2024-2026 professional equality plan for women and men at ENS de Lyon

The 2024-2026 professional equality plan (PAE )addresses issues of recruitment, remuneration, quality of life and working conditions, occupational health, reconciling work and family life, and preventing discrimination, moral harassment, sexual and gender-based violence (SGBV) and LGBT+phobia.

These issues affect PhD students as much as teaching and research staff.

The HRS4R actions therefore represent opportunities to address professional equality issues, as indicated in the comments on each of these actions.

The PAE 2024-2026 also mentions the implementation of HRS4R actions dedicated to career support for research staff.

Finally, gender equality plans are essential for applying for Horizon Europe funding: it is therefore important to communicate and train researchers in these issues.

Raising researchers' awareness of public-private calls for projects

This new action builds on the links between the project engineering office and the development office, following the observation that there are not enough public-private calls for projects.

Actions may take various forms (e-mails, awareness days, etc.).

Providing researchers with operational support in ethical matters

ENS de Lyon is considering the support and guidance it needs to manage the ethical issues raised by its researchers.

Ensuring the reliability and openness of research information at ENS de Lyon

The Bibliothèque Diderot de Lyon is proposing to carry out in-depth work on research identifiers (ROR, Orcid, IdHal) and the curation of open research information (OpenAlex). This action implements the recommendations made in the open science roadmap.

Providing a comprehensive range of documentary services to research units

The Bibliothèque Diderot de Lyon offers to introduce a “package of services” (open archives, digital identifiers, research data, etc.) through meetings specific to each laboratory and with the support of documentary referents.

Mini-conferences for administrative staff

The aim of this initiative is to mobilize researchers in the organization of 30-minute mini-conferences for School staff, with a view to popularizing science.

The aim is not only to raise staff awareness of scientific activities, but also to federate the different communities and give meaning to collective work.

Newcomer researchers' conference day for the whole School

Objectives: to enable newcomer researchers to be more widely known, and to disseminate scientific culture.

Methods: over a short period of time (similar to “My thesis in 180 seconds”), ask newcomer researchers (STEM and Humanities combined) to present their research themes and projects in a popularized way.

Supporting researchers in assessing and reducing greenhouse gas emissions in their research activities

ENS de Lyon is committed to meeting the Ministry's objectives set out in its Plan Climat-Biodiversité (2023), namely through the adoption and implementation of a multi-year Sustainable Development and Social Responsibility (“DD&RSE”) Master Plan.

To this end, the DD&RSE Master Plan will include a number of objectives aimed at improving the way in which research activities take account of ecological transition issues, including (list in progress):

  • creating a training and research center dedicated to ecological transition issues;
  • supporting laboratories in implementing ecological transition measures in their practices;
  • strengthening scientific mediation actions linked to research on aspects of ecological transition.

It will be up to the Sustainability Office to work with laboratories and research support services to implement these objectives.

ENS de Lyon's OTM-R policy

ENS de Lyon's OTM-R policy aims to ensure fair and rigorous recruitment practices that promote academic and scientific excellence. These practices are developed in the Code of Conduct for the Recruitment of Researchers (2005), through the principles to which the policy refers.

Training for Selection Committee Vice-Chairmen

Since 2022, the Human Resources Department has been organizing training for Selection Committee Vice-Chairmen. Content: regulatory framework and requirements for impartiality and non-discrimination.

Organization of a PhD students' welcome day

Since 2023, ENS de Lyon has organized a welcome day for PhD students. The aim of this day is to offer them all the tools and resources they need for their research project. The program includes a round table and stands.

Organization of a welcome day for newly arrived researchers

Once a year, ENS de Lyon organizes a welcome day for newly arrived researchers. The aim is to promote the integration of new comers, whatever their nationality, by introducing them to the school and the research environment in France and in Lyon.

Drawing up a mentoring charter

Since May 19, 2021, ENS de Lyon has been offering a mentoring scheme for newcomer researchers in the laboratories. The scheme is backed up by a charter.

Faculty and researchers career training

Since 2023, the Human Resources Department has provided annual online training on the careers of faculty and researchers. Content: recruitment of full professors and associate professors, nature of missions, working hours, framework and terms of exercise of missions, concurrent employment, career development (remuneration, promotion, monitoring), social rights (leave and absence authorizations) and end of career (abandonment, dismissal, resignation, retirement).

Organization of discussion sessions with VPRs for professors 18 months after recruitment

The Vice-Presidency for Research offers full professors and associate professors a discussion session 18 months after recruitment to assess their integration and discuss working conditions and any problems they may have encountered.

Time for exchanges with VPRs for full professors 5 years after recruitment

The aim is to discuss working conditions as well as taking on new responsibilities.

Appointment of 2 emeritus researchers as career guidance officers

Since October 2024, two emeritus researchers in Humanities and STEM have been appointed as career guidance officers. Their missions are set out in a mission statement.

Appointment of a professional equality officer

Florence Françon joined ENS de Lyon on October 11, 2021 as equality and non-discrimination officer. The recruitment of a person dedicated to this function was one of the commitments made by governance as part of ENS de Lyon's 2021-2023 Equality Plan, as well as the HRS4R 2021-2023 action plan.

Drawing up a professional gender equality plan

Since 2021, in line with national directives and European recommendations, ENS de Lyon has been implementing a three-year professional gender equality action plan.

Creation of a Sexual and Gender-based Violence Unit

As part of its commitment to HRS4R and, more broadly, to equality and non-discrimination, ENS Lyon has set up a system for reporting, preventing and combating discrimination, harassment and sexual and gender-based violence.

Raising awareness of disability policy

ENS de Lyon has a three-year disability master plan. The disability advisor is involved in a wide range of events and awareness-raising activities. The actions implemented are evolving from a logic of raising awareness for all to a multiplication of targeted training courses.

Drawing up an open science roadmap for ENS de Lyon

The open science roadmap is a framework document (2023) that sets out ENS de Lyon's public commitment to opening up knowledge.

In 2024, ENS de Lyon signed the San Francisco Declaration and joined the Coalition for Advancing Research Assessment (CoARA), as part of the agreement to reform research assessment.

Creation of a researcher support service at the Bibliothèque Diderot de Lyon

The Bibliothèque Diderot de Lyon has developed a researcher support service that works in synergy with the VPR services.
